The AchieveXpress service provides robust Internet Protocol ("IP") delivery across a Wide Area Network ("WAN") that in turn provides a single point of access to the customer's Local Area Network ("LAN").

For example, Achieve Telecom is a registered telecommunications service provider in the Commonwealth of Massachusetts that provides distance learning transmission networks as a tariffed common carrier to business customers across the United States. Achieve Telecom is an inter-exchange carrier within the Commonwealth of Massachusetts subject to the review and regulation of the Massachusetts Department of Telecommunications and Energy. This same service is also offered on an inter-state basis, as identified in Achieve Telecom Network's Form 499A filing with the Federal Communications Commission.

The Achieve Telecom's Distance Learning Transmission Service, also called AchieveXpress, is a telecommunications service that permits video, audio and data to be transmitted from one site to one or more sites for use by corporations, government, healthcare organizations, educational institutions, or libraries.

The telecommunications services of AchieveXpress are used to electronically deliver instructional materials and other data to Achieve Telecom provided equipment that is interconnected to the Customer's local network.

AchieveXpress does not provision the content that is to be delivered, but rather provides the transmission circuit over which this delivery shall take place. Achieve Telecom provides the Customer with the information and protocols necessary to format the content for use over AchieveXpress. The Customer is responsible for providing content, whether it is Customer-owned or provided by other Third Parties, and the Customer is responsible for ensuring that all content placed on the Achieve Telecom's network is appropriately licensed for this use.

Two levels of service are offered - Basic and Enhanced. The Basic AchieveXpress service option provides access to Achieve Telecom's transmission facilities and is capable of supporting high-speed data signals used for such applications as distance learning. The Enhanced AchieveXpress service provides the Basic services described above, and additionally provides managed channels for live webcasting of video and audio from one remote facility to any or all of the other subscribers to AchieveXpress. At a minimum, 5 Mbps of data bandwidth is provided.
